Additions and Enhancements

Update to 1/1/2013

The APIS information appearing on this Web site has been updated to include legislative and regulatory changes that took effect on or before 1/1/2013.  Vehicular Insurance Exclusion has been discontinued and is not included in the update.

Prohibitions Against Hosting Underage Drinking Parties

The “Knowledge Standard” variable has been revised to include Criminal Negligence among the levels of knowledge sufficient to trigger liability for a social host offense.

Beverage Service Training and Related Practices

The “Voluntary States - Incentives for Training” variable has been revised to expand the types of discount incentives that may be provided by States to encourage licensees to participate in Beverage Service Training and Related Practices programs. For example, reduced license fees are now included as a discount incentive. As a result of this change, Minnesota is now included among the States with a Voluntary server training program, effective August 1, 2007.

Corrections and Clarifications

Privatization in Washington State - Due to a delay in availability of the regulations implementing Washington Initiative 1183, APIS coding for the period ending January 1, 2012 (the update previous to this one) was not able to display the changes in the law resulting from this initiative, which privatized the wholesale distribution and retail sale of liquor as well as making other changes. The APIS update of November 15, 2013 includes the changes resulting from Initiative 1183, and displays these changes as having taken effect on December 8, 2011, when privatization began as a result of the passage of this initiative.
